The City Council convened at 7:30 p.m. in the Community Center Auditorium, 7500 Maple Avenue, Takoma Park, Maryland.

COUNCIL COMMENTS

Ms. Clay commented on the traffic calming and sidewalk work on Elm, Auburn and Lincoln Avenues.

Ms. Porter commented on the Municipal Aggregation Bill. She also commented on the Old Town Business Association safety meeting where Chief Ricucci was also in attendance.

PUBLIC COMMENT PERIOD

Pat Loveless, 7620 Maple Avenue, thanked Ms. Matthews and Chief Ricucci for attending the Franklin Apartments potluck. He also thanked Mr. and Mrs. Seamens for putting together the luncheon. Mr. Loveless requested a flag of Takoma Park to take to a peace demonstration. He encouraged young children to participate in Council meetings.

CITY MANAGER’S COMMENTS

Ms. Matthews thanked the residents of the Franklin Apartments for the luncheon. Ms. Matthews updated Council on the elevator installation. She reported on a meeting with James F. Knott Construction.

Ms. Matthews announced that the City would be sponsoring a meeting on March 22 in Ward 6 with the New Hampshire Gardens Citizens Association and the Hillwood Manor Community Association, to discuss public safety concerns, code enforcement, and any other issues.

Mr. Seamens requested a meeting with Ms. Matthews and Ron Wiley to discuss ways the City can support the Adventist Community Services' clean up project planned for April 20.

INTERVIEWS

(1)  Council Compensation Committee-Alicia Powers, Sean Tipton, John Verdi, Deborah Zuckerman

The Council interviewed the four applicants.

The Council conducted the Emergency Preparedness Commitee interview at a later time and moved on to Special Session of the Council agenda.

SPECIAL SESSION

(3)  Resolution Ratifying the Collective Bargaining Agreement with AFSCME

Mr. Hobbs noted some of the more significant provisions of the agreement (summary attached). The term of the new contract is July 1, 2006 through June 30, 2010.

Motion to adopt Resolution 2007-1, Ratifying the Collective Bargaining Agreement with AFSCME. Moved by Councilmember Williams, seconded by Councilmember Austin-Lane.    (VOTING FOR: Mayor Porter, Councilmember Austin-Lane, Councilmember Clay, Councilmember Seamens, Councilmember Snipper, and Councilmember Williams; ABSENT:  Councilmember Barry)

(4)  First Reading Ordinance Authorizing the FY07 AFSCME Pay Plan

Mr. Hobbs explained the FY07 AFSCME pay plan, which includes a market adjustment of 3.1% effective July 1, 2006.

Motion to accept First Reading Ordinance 2007-13, Authorizing the FY07 AFSCME Pay Plan. Moved by Councilmember Austin-Lane, seconded by Councilmember Williams.    (VOTING FOR: Mayor Porter, Councilmember Austin-Lane, Councilmember Clay, Councilmember Seamens, Councilmember Snipper, and Councilmember Williams; ABSENT:  Councilmember Barry)

(5)  Single Reading Ordinance Authorizing the Purchase of a Fuel Management System

Mr. Castillo and Ms. Braithwaite briefed Council on the new fuel management system.

Motion to adopt Single Reading Ordinance 2007-14, Authorizing the Purchase of a Fuel Management System. Moved by Councilmember Snipper, seconded by Councilmember Seamens.    (VOTING FOR: Mayor Porter, Councilmember Austin-Lane, Councilmember Clay, Councilmember Seamens, Councilmember Snipper, and Councilmember Williams; ABSENT:  Councilmember Barry)

(6)  Second Reading Ordinance Amending Chapter 6.28.010 of the Takoma Park Code Expanding Notification Requirements for Contracts for Sale of a Rental Facility

Ms. Daines noted that the ordinance was tabled at the last Council meeting. She said that the City Attorney had made the changes to the language per Council’s recommendation.

Motion to adopt Second Reading Ordinance 2007-8, Amending Chapter 6.28.010 of the Takoma Park Code Expanding Notification Requirements for Contracts for Sale of a Rental Facility. (2)  Emergency Preparedness Committee Interview -John Breeskin

The Council interviewed Mr. Breeskin.

The Mayor allowed for a single public comment to be made at this time.

Robbi Kimbel, 1004 Hopewell Avenue, commented on the need to inform realtors of the housing regulations.

BREAK

The Council recessed for a scheduled break at 8:27 p.m. and reconvened in Worksession at 8:38 p.m.

WORKSESSION

The Council Meeting was ahead of schedule. The Council began the Worksession with the discussion on CSAFE Program Funding. 

(8)  Follow-up Discussion on CSAFE Program Funding

Chief Ricucci reported on his review of the CSAFE program.  He recommended that the program continue to be funded.

The Council concurred with Chief Ricucci’s recommendation.

(7)  Update on neighborhood Traffic Study Process

Ms. Blanchard updated Council on the neighborhood traffic study process. She stated that a request for proposal had been issued.

The Council questioned Ms. Blanchard about which areas were recommended for inclusion and made suggestions.

(9)  Legislative Report

Ms. Ludlow provided a legislative update.
